Visual Studio 2019 Preview image update on October 16, 2019

The new Visual Studio 2019 Preview image has been published with Visual Studio Community 2019 Preview version 16.4 Preview 2.0, .NET Core 3.1 Preview 1 and the same pre-installed software as Visual Studio 2019 image. Visual Studio 2019 Preview is not based on “Visual Studio 2017” image anymore.
